Default Rumor or Truth? The Alliance Battle Limit

I've looked all around, and it could be poor searching skill on my part, but I could not find any thread dealing with the supposed 5-battle limit for Alliance Battles. If there is another one, however, please link to it and feel free to close this thread :P

I have long believed this limit to be in place, but I would like to see if anyone has any evidence other than fluctuating wait times (shorter when less people on, and vice versa) for this. Or, if this is completely and totally false, I would like to see some evidence of that as well. I am trying to find this information to a friend who partakes in Alliance Battles very often, and would like to see exactly why the wait times are so long.

For those who are unfamiliar with the rumor, here's how it goes. The wait times for Alliance Battles are currently extremely long. Someone explained this by saying that there can only be five Alliance Battles going on at once. Now here's where I've heard different things. I've heard that the limit is five total alliance battles at once, five battles per territory, and five battles per district. I want to know which of these, if any, is true. I also ask for some sort of evidence (results of an experiment, a post by an ArenaNet staff member, etc.) so the information may be deemed credible.

I think it's just the fact that there aren't enough teams on the other side, or too many on yours for that matter.

It can't be 5 per district, because once you start an AB, you are out of the district, meaning the AB can't count for the district...

But I have to agree with Yanman, it probably is just too many people on your side/few on the other side. (Or too few on your side...)

Usually on the kurzick side there are, what, 6 groups of 4 people wanting to fight, shouting profanities like "c'mon suxons" yet if you travel over to the luxon side you will find maybe 2 teams. This is why there is a long waiting time.

Although i would like to know how many wins makes the line shift.

Actually I have a friend who's Luxon (I'm Kurzick) and was waiting to enter an alliance battle at the same time I was. Both sides we're screaming for the other to start getting groups because they'd all been waiting a really long time...

actually, i think that at any given time there is a few times more people playing ABs than waiting
